This Bill would authorize the placement on the May 20, 2014 ballot a proposed Charter amendment to require that Council approve City contracts of a year or less, in excess of $100,000, for providing legal representation to indigent persons. I and my Administration believe it is crucial that conflict counsel and other indigent legal services funded by the City are of the highest quality, and meet the standards set not only by our Constitution, but by our consciences and our intrinsic sense of justice. As I stated directly to the sponsor recently, I stand ready to partner with Council in ensuring that we meet these high standards. This Bill would purport to require that in general, contracts for provision of conflict counsel services be subject to a financial audit to be submitted to Council by the Director of Finance, a "quality control audit" by an experienced attorney in the field, and reporting of certain other information. As my Administration has made clear, it is crucial to ensure the quality of conflict counsel services secured by the City for indigent defendants. I welcome Council's shared commitment in this area. While I am open to finding means of providing robust oversight of the provision of conflict counsel services, I do not believe that this Bill, on its own, will accomplish this end. I'd like to thank Reverend Shipman for his innovation, his leadership of his church, risen from the ashes and strong. And, a special thanks to Council President Clarke and his staff for all of the arrangements for today. Before we get started today, I'd like to recognize the 2014 recipient of the Richardson Dilworth Award for Distinguished Public Service, Barbara Ash, a Law Department attorney in the Child Welfare Unit who works with an unparalleled sense of purpose and professionalism. She has been a tremendous advocate for our great City's social workers and the children and families they serve. Let's give Barbara Ash a round of applause.
